Hilariously, Philly already has a law requiring the licensing and
scarlet-lettering of bicycle couriers. It's Title 9, section 623:$fn=default.htm$3.0$vid=amlegal:philadelphia_pa$anc=JD_9-623

That ought to give you some idea of how well these laws work.

Hello everyone,
in the process of writing a short paper on the problems with enforcing
the licensing of bike messengers. Supposedly another council member
here in Philly is toying with the idea again. This time we should be
even more ready then last time.  Any articles, reports,
anecdotes  would be helpful.
