ive done this search before. i used to hate working in an urban type
bike store and all these fixie jerks would come in trying to
manipulate their beautiful 1960's steel frame into some piece of crap
single something. that being said, here's some real confusing advice:

beware the 25.4 bullhorn.

most modern fixie style bullhorns are 26.0 not 25.4 and even if they
squish inside your 25.4 stem clamp they have arms as if they are a
26.0 road bars not 25.4 mtb bars (23.8mm taper vs 22.2mm taper) .
meaning you can slip on a cross style brake lever, an old school non
aero road lever, or a tt lever. but most mtb levers wont fit without
spreading their clamps unnaturally. so what you're really looking for
is an mtb bar that's shaped like a bullhorn so you ave the correct
25.4 clamp size and 22.2mm brake lever clamp size for your mtb brake
lever. if that's what you have. similarly, none of your 23.8mm brake
levers should be able to clamp down tight enough for a 22.2mm bar
unless the clamps are made of chewing gum. so the real questions are:
what kind of brake lever do you want to use? and why cant you change
stems and use a 26.0? .
